From 24 November 2025, Westminster City Council will be introducing a new selective licensing scheme — and it’s set to cover many of the most sought-after neighbourhoods in the West End. What Is Selective Licensing?
Selective licensing is a system introduced by local councils to regulate privately rented homes. In Westminster’s case, it will cover 15 out of 18 wards — including some of the most desirable and high-demand locations in the capital:
- Marylebone
- Fitzrovia (part of the West End ward)
- Soho
- Covent Garden
- Bayswater
- Hyde Park
From the scheme’s start date, every privately rented property in these areas will need a valid licence. Operating without one could lead to significant penalties.
How Much Will Selective Licensing Cost?
The standard fee is £995 per property, lasting for up to five years. There are certain discounts for accredited landlords or those applying for multiple properties, but for most, the full amount will apply.
